The Evolving Communities. The Network of Prefects to Guarantee Social Cohesion conference is promoted by ANFACI (the National Association of Civil Administration Officials of the Interior), which promotes the values and issues related to civil administration officials, is part of the celebratory events for the University of Padua 800th Anniversary.

The conference includes opening introductions from Rector Daniela Mapelli, opening talks by philosopher of science, and UniPD professor Telmo Pievani who offers his expertise in the evolution of complex social systems.

The conference welcomes Prof Giuseppe Zaccaria who illustrates the evolutionary change that society has undergone from standpoint of public law and the legal system while taking into consideration important factors such as migration, the pandemic, and the current state of war.

Prefect Bruno Frattasi (Head of the Cabinet of the Minister of the Interior), and prefect Laura Lega, (Head of the Fire Brigade Department) offer final remarks by addressing issues related to the role of the prefects in maintaining social cohesion. Offering insights on the regulatory instruments at their disposition including the classification of sources, the DPCM, circulars, civil protection ordinances, ordinances for public safety, and more.

The high profile of invited speakers covers a broad overview that ranges from constitutional law to public and administrative law, with specific references to the current state of affairs and the evolution of the legal system in areas related to the legislation of the Ministry of the Interior.
